Efficiently monitoring and controlling ever greater flows of goods in times of increasing globalization is a challenge for any importing business. An effective control tool can help to significantly reduce administrative outlay. The additional modules Customs Warehouse, Inward Processing Relief and Outward Processing Relief help you to maintain constant control over your incoming and outgoing goods and utilize all customs privileges to their full extent.

Duty-free storage in the customs warehouse

The customs warehouse is used to store non-EC goods without the assessment of duties or taxes. The final use of these goods is not yet clear at this stage. Will a buyer be found within the EU or will the goods be re-exported? At which production site will the parts first be used? Duties come due only if the final customs status is determined to be “free circulation in the Community”. If not, no duties are owed. Several organizational measures must be taken to realize this benefit, however: For example, a monthly consolidated declaration to the customs office must report all movement of goods into and out of the customs warehouse. This is now handled in ATLAS. And this is where ASSIST4 Import takes over.

Customs Warehouse module: constantly updated picture of reality

The Customs Warehouse module maps the inventory and activities of the customs warehouse one by one. Debits and credits can be monitored at a glance via online inventory management. The need for manual inventory management is eliminated. The IT-supported administration through the Customs Warehouse module ensures that all transactions are posted correctly and the duties are assessed according to the authorizations. Inventory can be managed according to the entry principle or FIFO.

Inward processing relief: paying duties once is enough

The customs code provides for “inward processing relief” for enterprises that import raw materials from third countries only for processing purposes. Since the processed goods are then re-exported, it often makes no sense to pay customs duties for the import of the raw materials. Authorization for inward processing relief frees a production enterprise from paying import duties on semi-finished goods. The enterprise must precisely document all incoming and outgoing inventory, however, and strictly adhere to all deadlines.

Lower expenses for lower duties

With the help of the Inward Processing Relief module, the flow of goods can be tracked and traced with precision. This electronic support reduces the otherwise significant administrative outlay to a minimum. All transactions are automatically posted. Customs assessment can be avoided by taking into account and setting off every export of processed goods that includes import goods.

Outward processing relief: only the difference counts

Outward processing relief is also about avoiding unnecessarily high customs duties. Goods that are only temporarily exported outside the EU for the purpose of processing are not subject to the full import duty when the processed goods are (re-)imported. Naturally, it’s important to properly document the temporary export in order to enjoy these benefits. Temporary exports such as these are created and administered online in the Outward Processing Relief module. Following their processing in the third country, the processed goods are re-imported.
